Federation Commander has two base games: Klingon Border (which is the same as Federation Commander: Academy + Graduation) and Romulan Border. When placed together, you have ships for the United Federation of Planets and the four major empires that surround them. If you already have Klingon Border (or Academy + Graduation) and want to add the Romulans and Gorns, instead of buying Romulan Border, you can buy this discounted package that includes the non-duplicated parts of Romulan Border, such as the counters, ship cards, reference cards, and a special ship/scenario book.
