See: Combat Commander: Europe; part of a whole. My favorite CC:E expansion due to the fact the partisans play *so* differently than any other faction. Each play as or against the partisans is a challenge to relearn what you know strategically, which is great.

One of the coolest expansion ideas for a game ever, in my opinion. It's completely unnecessary, but adds not only a new set of scenarios, not only a new faction, but a faction that is entirely capable of fitting into a ton of different historical purposes! Great stuff!
I love the new mechanisms for the underground. The random weapons, as well as LOS activation by leaders really give the underground factions a strong personality which is set apart from the stringent organization of the established military powers.
A new wrinkle in the CC series - the Partisans have a unique set of rules and are well worth investigating. The only issue is unless you play very frequently it can be tough to get on the table and dust off the cobwebs to remember how to play. The random draw of support weapons adds a nice dose of unpredictability.
Next to Paratroopers this is my favorite expansion to CC. I do feel you get the most out of it if you've already played quite a few original Combat Commander scenarios to see the operational differences, for this has mechanics not seen in the other expansions.
