Just get it with the base game and play with it by default. It improves an already great game with very simple rule additions. No reason to not play with this expansion with those who haven't played the base game before.

Between Two Cities: Capitals
Between Two Cities: Capitals expands the base game by adding several new challenges: landscapes, districts, and civic building tiles. This is not a standalone expansion; you need the original Between Two Cities game to play. In more detail:

Adds a lot more fun with no real drawbacks. An argument can be made that it should have been incorporated into the base game.
April 2020-finally got this to the table, we played it 2 player. I love that the new tiles have more theme, so at the end we can discuss our city and laugh that we put different things so close. The new backgrounds are interesting, I kept forgetting that the bridges make things adjacent, which luckily this ended up working in my favor. Great expansion for a great game. A great expansion to the game. It felt like the base game had the problem where everyone would get really similar scores and people would only win by under 5 points. I think that optimizing your cities in the base game was too simple and resulted in games being too close all the time. With this expansion, the scores become way more variable and planning where to put the buildings can really make or break your game. I'm glad I finally got to play this.
This is a great expansion. The key here is that it can easily be used when playing with people who are new to the game. With people who already know the game, you just have to explain how districts work and what the new tile type does. The visual element of the landscape mats adds a nice touch to the game, as you now have a nice landscape somewhere in your city instead of just the static look of the square buildings. I really like this expansion and I won't be playing without it.
