This is a fantastic card with a low cost, but requires you to have more travel icons to play your explorer again. It's also very nicely balanced because it requires you to start on a camp before you can move that explorer back to your board, which means other spaces on the board will be already taken - and that requires strategically thinking at what you're doing at the end of your turn. It also makes the travel guardians instantly better, as you will need those icons for Rat to work.
